[REPORTED] Passives do not fire

What were you expecting to happen, and what actually happened
Several of my passives don’t fire when I meet their conditions. For example, the Serpentine Pants I just looted from a chest have a passive that give 5 armor on a green spell cast; my Shaman is all green spells so this should be a free 20 armor every loop. I cast green spells…no armor gained.

How often does this happen? When did it begin happening?
Since launch, if it’s always been like this.

Steps to make it happen again
Equip something like the item I will post here and meet its conditions during battle. Witness the lack of armor boost, in this item’s case.

Want to add here that many bonus abilities from Rare gears or above do not function/register properly.

Some examples:
Spiked Shoulders: Reflect back xx% melee damage from Warlord’s Mantle
Dragon Breastplate: Gain xx armor for each different color piece of armor

I believe there are many other gears where the bonus abilities are not functioning properly too.
Hopefully the devs can resolve this issue asap.
