Constantly since 0.36 update, even after delete and re-download the game
Steps to make it happen again
After tapping the shop button, game not responding touches anymore, but not stucking, just not responding. And when re-launch the game, it still on the shop screen and again not respond anything

UI Panels are non-responsive.

version 0.37.0.13357, soon after finishing construction of avatar.
After hard FC’ing and then restarting the game once.
Steps to make it happen again
Enter the Land/Map screen.
Tap the shop button/icon
However, after entering the shop a second time, every time I restarted the game from FC, the game continues IN the blank shop screen, music and sfx blaring; and the UI is still non-responsive.

Same thing happened to me.

And I even downloaded that 800M datafile, too!

This is a very strange thing your experiencing. Could you please try the steps outlined in theses articles, just to rule out if any of these are the cause of the problem:
