Rewards to match character levels?

Since we can’t upgrade gear from uncommon to rare to epic, etc. then the chests should reflect our levels. My level 50 gets common to rare - sometimes epic if I’m lucky - but extremely rarely legendary. Lower gear is useless.

Yes, using shards and the three upgrade dots (four for higher gear). But you can’t upgrade one from common to uncommon to rare, etc. anymore. Any gear lower than epic is useless. One to two shards per salvage at most.
